Rachel Llanes is the Founder and Lead Gardiner of The Gardin Group, a leadership development and executive coaching firm focused on helping organizations create environments where people and performance flourish together. With a master's degree in counseling specializing in communication and behavior change, Rachel blends social science, performance psychology, and practical leadership systems to help leaders improve culture, accountability, communication, and team performance. Rachel has worked with organizations ranging from startups and medical practices to industrial and operational teams, equipping leaders with actionable tools that reduce burnout, strengthen ownership, improve retention, and elevate execution. Her signature framework, The Science of Leadership™, helps companies understand the human side of performance and how autonomy, belonging, and competence directly impact engagement and results. Craig Diebert is the owner of Select Sweeping Inc., a power sweeping company serving California's Central Valley since 2018. With a background in construction and operational management, he has grown Select Sweeping into a trusted partner for municipalities, HOAs, construction sites, commercial properties, and industrial facilities throughout the region. Craig is known for his hands-on leadership style, commitment to customer service, and focus on delivering reliable, safe, and compliant sweeping solutions using both regenerative air and mechanical broom sweeping equipment.

Scott is an Arizona native, born and raised in the Grand Canyon State, where he continues to live and operate his businesses. Within weeks of graduating high school in 1976, Scott enrolled in a trade school for automotive repair and began working as a dealership mechanic. Seeking greater opportunity, Scott transitioned to the homebuilding industry in 1999 as a Superintendent with Richmond American Homes. In 2002, he joined Santa Anna Homes, leaving the last role as Vice President of Land Acquisition and Development. Over the course of his career, he has managed the construction of more than 1,600 single-family homes. In 2006, Scott and his wife, Louise, purchased a single water truck and founded Agua Trucks Inc. to support the needs of the homebuilder he was working for at the time. In 2007, he left the homebuilding industry to focus full-time on growing the business. Operations include a fleet of water trucks, sweepers, dump trucks, skid steers, and tractors, with services focused on EPA compliance, including clean air and stormwater best management practices, as well as job site cleanup. Scott has served and continues to serve on the board of the North American Power Sweeping Association (NAPSA) since January 2014, including two years as President from 2020 to 2021. During this time, the organization contributed to the development of ANSI standards for the power sweeping industry. He also served on the board of 1-800-Sweeper LLC from October 2021 through February 2026. In addition, he is involved with the Home Builders Association of Central Arizona, where he serves on the safety committee, and joined the Arizona Subcontractors Association in 2026. In 2025, Scott was honored with the Sweeper of the Year Award from the Pavement Maintenance & Reconstruction group. His personal interests include off-roading, scuba diving, dog training, road course performance driving, camping, and hot rods. No college or university education, no paper degrees, just a dream to succeed and lots of drive.

The Problem

Stormwater runoff is the only major source of water pollution that is increasing in many parts of the United States. Urban runoff affects our nation's economy, communities, and environment. Source control must be improved and the function of stormwater infrastructure must be enhanced.

What is NMSA?

NMSA is an alliance of state and regional groups made up of MS4 permittees, focused specifically on MS4 stormwater issues. Their vision is to help communities tackle stormwater challenges to provide clean water for the nation.

The Vision

NMSA supports MS4 permittees across the country, enabling them to develop efficient and effective stormwater programs. NMSA serves as a unified voice for MS4 communities, advocating for science-based policies and better understanding of local stormwater management programs.
